A client within the Public Sector based in the Northeast is currently recruiting for a Development Engineer to join their Transport, Highways and Engineering team as soon as possible. The client is offering a full-time, temporary position on an ongoing basis with the ideal candidate having experience of working within a local authority within a Highways and Engineering environment.
The Role
Key purpose of the role is to be responsible for providing highway and development advice in relation to development control and consultation support to the planning service. You will support the Service Lead in positively contributing to the achievement of the Council and Service core values and strategies.
Key responsibilities will include but not be limited to:
Acting as the highway authority’s statutory consultee and providing advice on highway planning and development matters under The Town & Country Planning Act.
Preparing and managing legal agreements in compliance with the Highways Act 1980 for development sites, including managing Section 38, Section 278, and Section 116 agreements.
Maintaining the authority’s highway adoption records and managing street naming and numbering.
Supervising development works for compliance with design standards in conjunction with the Highways Unadopted New Development Officer.
Assisting in managing the Council’s response to emergency incidents, including adverse weather conditions.
The Candidate
To be considered for this role you will require:
Extensive experience in planning and development control and providing consultation to the planning service.
Experience with Section 38, Section 278, and Section 116 agreements under the Highways Act 1980.
The below skills would be beneficial for the role:
Experience in project management.
Strong knowledge of CDM regulations, health & safety, and highways legislation.
Proficiency in using highways asset management systems such as Symology Insight.
The client is looking to move quickly with this role and as such is offering £27 per hour Umbrella LTD Inside IR35 (approx. £22 per hour PAYE).

An average week in the role will consist mainly of the servicing and repairs of our equipment. This will take place in our workshop.
These works will include:
Electrical and mechanical diagnostics
Refrigeration works Inc. handling of gas and brazing repairs
Repair and replacement of componentry including motors, compressors, electrical switchgear etc
Full function testing of repaired machines ensuring production and signoff
In addition to this the role will eventually incorporate technical support tasks offering first line support to our customers and field engineers, via telephone or email.
There will also eventually be a requirement for the candidate to undertake onsite work for diagnostic or repair duties. This will be infrequent but a willingness to travel is key.Training:Formal training is delivered at HWGTA, located in Hereford (HR4 9SX).
Level 3 comprises of:
Duration approximately 40-45 months
Years 1/2 is a combination of off the job training at HWGTA Training Centre as well as training on site with your employer
This includes 26-42 weeks within the training Centre plus 1 day per week in a classroom setting to cover practical and theory aspects and complete EAL Level 3 Diploma in Advanced Manufacturing Engineering - Development Knowledge
Years 3/4 based full time in company developing skills in preparation for the end point assessment to gain your Level 3 qualification
You will receive monthly visits from your assigned Learning and Development Specialist, who will set you work, monitor your development and wellbeing, and discuss training sessions. They will also prepare you for your End Point Assessment
Additional training for functional skills in English and maths will be undertaken if needed
There is also a five-day teambuilding residential trip that is held in the spring of each year offered to all apprentices on programme
Training Outcome:The role has multiple avenues of progression based on the candidate’s aptitude and preference.
