About the role
Responsible for the management of a portfolio of small highway and traffic engineering schemes and provide support as part of a wider team to deliver larger packages of work. This includes developing CAD designs of various highways schemes including walking and cycling schemes, bus priority, congestion management and road safety proposals.
Ability to manage engineering design process from inception to completion, including approval reports, consultation, legal and on-site implementation along with financial understanding of project.
Work to Client brief in designing and/or approving traffic calming and/or Traffic Regulation Order (TRO) schemes based on current design guidance and legislation.
Management and delivery of TRO schemes including liaison with Legal Services, effective administration of TRO records including GIS based mapping system to maintain records.
Communicate with residents, businesses, other stakeholders and elected members throughout the duration of the scheme. Leda on answering enquiries and complaints on the telephone, via email and letter and at face to face consultation events.
Comply with CDM requirements and H&S legislation.
Work within and assist in the delivery of work packages within Project Management constraints of time, quality and cost standards so that business objectives are achieved.
Display financial management skills to closely monitor and control income and expenditure in relation to services. projects and budgets.
Ensure excellence in service delivery including providing management cover when required.

Ability to read and interpret process drawings (process flow diagrams and P&ID's). PLC with ladder logic analysis. Strong analytical and troubleshooting skills. PC usage with MS Office Suite (AutoCAD experience a plus), strong interpersonal skills, good communication skills both written and verbal.

My clients in North Bucks have an immediate requirement for a Head of Quality - Electronics.This role is commutable from Milton Keynes, Newport Pagnell, St. Neots, Biggleswade, Sandy, Bedford.My clients are a world leader in in the design, manufacture and continuous improvement of wireless condition monitoring solutions. Their technology is used in 35 countries in rail, construction and mining. More than 30,000 sensors were installed last year, helping users manage ground and structural movement, landslide risk, geotechnical behaviour, rail track movement and much more.Main Duties & Responsibilities:You will take a lead role in managing the Company’s Quality Management System to ensure that customers receive product to the highest standard of quality possible. You will be involved in facilitating successful new product introduction through the manufacturing facility. The role also requires driving continuous improvement throughout the organisation ensuring that problems are prevented, whilst always ensuring a customer focus throughout the organisation, and ensuring product is correctly released to necessary standards.This role reports to the Head of Operations and has the following direct reports: Senior Quality Engineer, Junior NPI Engineer and Quality Engineer (including HSE).There may be minimal requirement for national and international travel, primarily to undertake supplier audits, evaluation and NCR Fault/Fact Finding.Responsibilities include, although are not limited to the following:Provide leadership to the quality department and team. Manage, develop, and motivate an effective Quality team.• Manage all aspects of Organisation's Quality.• Own and lead the business ECN (Engineering Change Note) Process.• Work with Production, Supply Chain, Customer Support, Logistics to integrate Quality objectives into business objectives.• Lead coordination with engineering, product management and operations to implement manufacturing plan for products.• Own process to monitor status of all new products and ensure effective execution of projects according to required policies, procedures and government regulations.• Prepare plans for all NPI projects and coordinate with internal and external stakeholders.• Maintain a strong relationship with Product Management to understand business product roadmap and status.• Develop Quality Improvement strategies for the Organisation.• Monitor Business Cost of Poor Quality (COPQ), customer complaints, and other Quality indicators and drive projects to eliminate recurring issues as well as address special events in order to drive an overall improvement.• Implement effective process and product control strategies such as PFMEA, control plans, Measurement Systems Analysis, Statistical Process Control, Production Part Approval Process, Layered Process Audits and Finished Goods audits where necessary.• Ensure the auditing system is fit for purpose across the Quality Management System. Perform Internal ISO and Supplier Quality audits as necessary to ensure compliance with processes, policies, and expectations.• Lead and train others to develop effective corrective and preventive actions using 8D and Mistake Proofing concepts in response to customer concerns, COPQ data or regular product audit results.• Drive Quality consistency of procedures across all sites/hubs (UK, USA, Mainland Europe).• Assist/help maintain all HSE facility related compliance.• Lead, participate and facilitate various continuous improvement events and projects to support company goals and objectives. I&C engineer and supported by I&C technician team. Responsible for the design and review of all I&C equipment and instruments for the Plant. Explore solutions to production problems or improve efficiency with maintenance and operators. Run experiments and tests to aid in the development of improved manufacturing procedures and processes, and become familiar with a variety of concepts, practices, and procedures. Work and coordinate activities with the other engineering disciplines, Process, Project and Environmental. Prepare, review and/or approve of instrument specification data sheets and submit purchase requisitions for approval. Prepare equipment lists, instrument index, I/O lists. Review process flow diagrams and piping and instrument diagrams (P&IDs). Meet with plant technical staff to discuss technical information and features. Ensure drawings, specifications, reports, and analyses meet scope, schedule, cost, and quality requirements. Participate in failure mode and effect analysis (FMEA) and Process Hazard analysis (PHA) to consider equipment, personnel, and environmental safety. Knowledge of capital approval process and project justification required. Be involved in the design and development of equipment and work procedures. Be responsible for preparing, maintaining, and updating process hazard analysis. Ensures necessary records are maintained and prepared according to established guidelines. Takes responsibility for I&C Engineering Change Management system. Coordinate and approve all sample submissions of new products and engineering changes through the Product Development Program. Assists in identifying the root causes of a problem and instituting corrective action such as changes to batch sheets, generation of Engineering Change Requests, changes in workstations, changes to inspection analyses and changes to process procedures. Provide recommendations to improve procedures that apply to quality and operations functions. Be responsible for the design and implementation of policies and procedures to ensure that quality standards are met during production. Review quality trends based on quality data system information and interaction with production personnel and participate in the generation and implementation of defect-reduction programs. Investigate quality improvement opportunities and complaints with Director, Plant Manager and Research and Development. Prepare for and represent the company during all ISO and related audits. Review all design drawings and changes, process procedures, test procedures, procurement documents, and inspection analyses to ensure that the divisions and customers quality requirements are met on assigned products, programs, areas, and functions. Provide support to maintenance and operation group including visual aids and inspection analyses.
EDUCATION AND/OR EXPERIENCE:
B.S. degree in Electrical or Computer Engineering. Preferred, 2+ years working in a Manufacturing environment, and/or training; or equivalent combination of education and experience. Electrical Schematic and panel layout design using CAD (preferably AutoCAD Electrical) experience. Experience in the design of programmable logic controllers (PLC) or distributed control system (DCS) based controls systems. Expertise in National Electrical Code requirements in industrial facilities and hazardous locations. Proven understanding of integrating instrumentation with data acquisition hardware. Proficiency with electrical diagnostic equipment. Familiar with industrial sensors and actuators; pressure, temperature, accelerometers, motor controllers, flow meters, relays, strain gauges, valves, and pumps. Strong technical and non-technical writing and verbal skills Able to work in the United States without sponsorship. Ability to read, analyze, and interpret complex documents and/or scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.
