Job Description Service Care Solutions are currently recruiting for a Finance Operations Manager on behalf of a Local Authority in Berkshire to join the team on a temporary basis. The purpose of the role is to ensure the operation of the Exchequer Services department is provided effectively meeting Council targets and objectives, including services which are provided under arrangements with other areas of operation. The role is responsible for advising Corporate Management and Members on all matters relevant to Exchequer Services to ensure that policies are developed in line with national requirements
Main Responsibilities
Responsibility for the Exchequer Services team which comprises of Accounts Receivable, Accounts Payable, Adult Social Care Finance and the administration of the Cash Office function.
Responsibility for collection against approximately 26,750 invoices, and for the payment of approximately 62,000 invoices annually
Provide leadership to the staff in the Exchequer Team, including responsibility for supervision, work allocation and performance management with a view to ensuring a highly skilled and resilient workforce.
Interpret, analyse and present data to give advice on decisions relating to service delivery and procurement issues.
Ensure that financial management systems and operational procedures comply with statutory, corporate guidance and best practice.
Candidate Criteria
Degree level education or equivalent with relevant professional qualification/membership
Minimum of 5 years managerial experience of managing Accounts Payable and Accounts Receivable services
Experience of Local Government Finance and in particular Adult Social Care Finance
Experience of developing business plans and performance monitoring frameworks
Great communication skills with the ability to work well on own initiative as well as part of a team

Work in partnership with the child, parents and carers, Health Service including Acute and Community Trusts and with Primary Care Trusts, Education Authority, District Councils, commercial and private sector and voluntary bodies to identify, evaluate and review care plans to produce positive outcomes for children and their adoptive and foster families.
Assist the Senior Practitioner and other colleagues in identifying, planning and delivering its core tasks of recruiting, assessment, training and supervision of adoptive families and foster carers to a high professional standard.
Keep contemporaneous case notes and regularly update records, reports, plans and assessments so that information and planning for the children is the most relevant and current.
Maintain an awareness of changes in child development etc., and related theories, legislation, corporate and directorate policies, local and agency practices, in order to disseminate knowledge and contribute to the delivery of a high standard of service.

Work alongside Social Workers to provide advice and practical support to children and young people who are deemed “in need” under the Children Act 1989 or identified as in need of support.To provide support and advice to families and carers on how best to meet the needs of their children or young people.Assist with and co-work assessments with social workers and other agencies workers as appropriate.Participate in the development and implementation of plans for children who are looked after / CIN or CP in accordance with their assessed need. To monitor and contribute to the review of such plans in liaison with social workers and other agencies.Promote the educational, training, employment opportunities and social skills of young people and enable them to build these skills.Support young people “in need” in securing and maintaining appropriate accommodation.Establish links within local communities to ensure that effective responses to children and young people’s needs are maximised.Assist young people in the development of a range of self- care and independent living skills.Promote the health of children and young people and enable access to the appropriate health care professionals.The support workers role will necessitate them carrying out tasks on statutory cases, including lone visits, but the responsibility for the overall management of these types of cases will be the qualified workers. The workers may have responsibility for CIN cases in consultation with managers.
