Are you a Quantity Surveyor who understands the commercial realities of delivering highways, surfacing or civil engineering projects?
We're recruiting for an established highways and civil engineering contractor in the South East that is looking to strengthen its commercial team with an experienced Quantity Surveyor.
This isn't a role buried behind spreadsheets.
You'll work closely with the operational and senior management teams, taking commercial responsibility across live projects and ensuring works are properly valued, variations are captured, costs remain controlled and projects deliver the margins expected.
The business operates across highways, surfacing and associated civil engineering works, so we're particularly interested in Quantity Surveyors who understand fast-moving, operational contracting environments rather than purely traditional building construction.
The Role
As Quantity Surveyor, you'll take responsibility for the commercial management of projects from initial handover through delivery and final account.
You'll be involved in:
Managing the commercial performance of highways and civil engineering projects.
Preparing valuations, applications for payment and cost reports.
Identifying, pricing and managing variations and compensation events.
Monitoring project costs, forecasts, margins and cash flow.
Managing subcontractor procurement, accounts and payments.
Reviewing contracts and identifying commercial risks and opportunities.
Working closely with Contracts Managers, Project Managers and operational teams.
Ensuring completed works are accurately measured and commercially recovered.
Supporting tender handovers and reviewing project budgets.
Managing contractual correspondence and maintaining appropriate commercial records.
Negotiating and agreeing final accounts.
Providing clear commercial information to senior management throughout project delivery.

You'll ideally bring:
Previous Quantity Surveying experience within civil engineering or infrastructure.
Strong commercial awareness and understanding of project profitability.
Experience managing valuations, variations and final accounts.
Knowledge of subcontractor procurement and commercial management.
Experience working with NEC contracts would be particularly valuable.
Confidence working directly with operational teams and clients.
Strong negotiation and communication skills.
The ability to manage multiple projects and competing commercial priorities.
A practical understanding of how works are actually delivered on site.
Formal Quantity Surveying qualifications are advantageous, but relevant highways/civils commercial experience is more important than having the perfect academic background.

Role Purpose
To effectively deliver quantity surveying services across assigned projects, ensuring all commercial aspects are managed efficiently, including procurement, risk management, cost control, forecasting, value reporting, and contractual compliance.

Key Responsibilities Commercial Management & Financial Control
- Prepare and maintain accurate project cost forecasts, budgets, and cash flow projections.
- Monitor project expenditure and profitability against agreed budgets.
- Produce cost-to-complete reports and cost/value reconciliations.
- Manage risk and change registers, identifying and mitigating commercial risks.
- Ensure all commercial activities comply with company governance, policies, and relevant legislation.
- Support continuous improvement initiatives and demonstrate value-for-money principles.
- Assess project financial performance through accurate valuation of completed works.
- Administer applications for payment, interim valuations, certificates, and final account settlements.
- Prepare and evaluate compensation event claims, contractual claims, and insurance-related claims where required.
Contract & Supply Chain Management
- Support procurement activities and supply chain selection processes.
- Administer contracts and subcontracts, ensuring compliance with contractual obligations.
- Manage payment mechanisms, change control procedures, and final account negotiations.
- Identify, record, notify, and negotiate contractual changes.
- Assess the financial implications of change events and agree appropriate compensation.
- Maintain a sound understanding of standard forms of contract, including NEC and JCT.
- Provide advice and guidance on contractual matters and prepare contractual correspondence.
- Support conflict avoidance, dispute resolution, and claims management processes.
- Analyse project programmes to assess delay, disruption, and entitlement to extensions of time.
- Effectively manage project-related commercial risks.
Cost Planning & Budget Management
- Understand and manage pre-contract budgets and cost plans.
- Assist in developing tender budgets and identifying key cost drivers.
- Analyse and compare contractor and subcontractor tenders.
- Ensure the efficient utilisation of labour, materials, plant, equipment, and subcontractors.
- Monitor project performance and understand the effects of disruption on productivity and progress.
- Identify causes of delay and assess their impact on project completion.
- Measure and value completed works using appropriate financial assessment methods.
- Apply Bills of Quantities, Schedules of Rates, and Activity Schedules in accordance with recognised industry standards and methods of measurement.
Team Management
- Support and contribute to the Performance Development Review (PDR) process.
- Ensure quarterly and annual performance reviews are completed within company timescales.
- Manage team members in accordance with company policies and procedures.
- Promote high standards of professional conduct, performance, and accountability.
Health, Safety & Compliance
- Fulfil health and safety responsibilities in accordance with Brierley Homes' Health and Safety Policy and procedures.
