Housing Access Team Leader

Job Title: Housing Access Team Leader Contract: Temp 3 months ongoing Hours: 35, 9am-5:30pm Location: Enfield, EN1 3XA DBS: BasicPurpose of the Role I am representing a client based in Enfield, who are looking for someone to provide day-to-day leadership of the housing access team, setting rotas, assigning work, approving statutory notifications, overseeing procurement activity, reconciling invoices/payment, responding to escalations/complaints and ensuring the team operate in line with the national and local policies and procedures.

You will also be expected to deputise on behalf of the Housing Access Manager and provide advice and guidance on housing access issue to internal and external partners.Main Responsibilities

Help ensure the provision of effective Housing Access Team Advice and Casework and ensure all offers of housing (TA & PRS) are made in line with the statutory homelessness framework
Effectively coordinate Housing Access activity to prevent and relieve homelessness, avoid new TA placements, and reduce TA through suitable final relief offers and PRSOs
Help ensure the rapid and lawful allocation of housing (TA & PRS) provided by partners, including Housing Gateway, Capital Letters, and other TA and PRS initiatives
Contribute to the effective management of the void and relet processes
Ensure all homelessness casework is delivered in line with the statutory homelessness framework
Assist the Housing Access Manager with:

Identifying and escalating any budget risks
Setting and monitoring individual and team performance standards
Constructively challenging and act with pace where there is performance shortfall
Ensuring that clear team and individual goals are in place and communicated
Implementing service improvement plans to time and budget
The development and delivery of IT systems improvement project



Requirements

Experience of costing, instigating, developing, and managing new initiatives, projects and schemes including post implementation evaluation
Experience in managing and leading a team i.e., recruitment of staff, writing job descriptions, induction, appraisals, disciplinary issues, absence monitoring, staff training and development, monitoring staff caseloads, motivating teams/individual /staff, setting objectives/targets, performance management etc.
Detailed knowledge of current and emerging housing legislation and case law related to housing advice issues including private sector landlord and tenant law, security of tenure, homelessness law, housing benefit and other welfare benefit regulations, possession proceedings in the county court including court procedure rules
Significant experience of deciding homeless applications in accordance with Part 7 Housing Act 1996
Experience of successfully dealing with members, MPs enquiries and complex solicitors enquiries etc.
Experience in researching, interpreting, and explaining complex legislation and policy
Ability to plan and maximise use of resources and manage a budget effectively to deliver quality services
Ability to work using own initiative as part of a team while, managing workloads efficiently, prioritising work and adopting a flexible approach to changing and competing demands
