Head of Finance

Service Care Solutions are looking for a Head of Finance to work within the Dorset, Devon & Cornwall Police on a 6-Month contract.Location: Dorset, Devon, and CornwallJob role: To act as a senior level specialist and perform the Head of Profession role for both forces, and provision of comprehensive financial and business advice across the Alliance (Dorset and Devon & Cornwall Police Forces).

To provide financial services to Dorset and Devon and Cornwall Police Forces encompassing:

Statutory Compliance
Financial and Management Accountancy Services
Resource Planning
Payroll
Pensions Administration
Payments Purchasing income and Debtors
Inventory Management
To ensure probity and Integrity in the control of Financial and Physical resources.

Responsibilities:

Provide financial forecasts and business information in the short, medium and long term.

To provide medium term financial strategy documents to include sensitivity analysis and risk assessment against underlying assumptions.
Provide strategic financial information to each of the corporation soles to include:
The budget requirement, calculation and analysis of budget settlement details and precept impact.
The provision of business support services to senior managers in support of projects, development of business cases and opportunities for improving efficiency.
Analysis of comparative financial data both times based and across similar organisations identifying areas of potential improvement.
Provision of treasury management.
Provision of taxation advice to the organisation.

Meeting all relevant external legislative requirements.
Accurate pay and payroll payments to staff and pensioners in accordance with agreed standards.

Ensuring that information and advice provided to members of staff is accurate and meets their requirements.
Representing the Chief Financial Officers.

Qualifications/Experience:

Full membership of CCAB body (or equivalent) and extensive post qualification experience.
Extensive senior experience in financial management with detailed knowledge of revenue and capital accounting with large Public Sector organisations.
Significant negotiating and influencing skills with the ability to deliver highly complex and contentious information, overcoming any barriers to understanding towards acceptance and engagement.
Experience of preparing and presenting financial submissions to internal Boards, Central Government, and other external bodies.
Significant experience of working in a strategic management role.
Valid driving licence.
Leadership and Management.
