JOB DESCRIPTION
Position Summary:
Carboline is seeking an EH&S Specialist located at our manufacturing facility in Lake Charles, LA. This person would be responsible for implementing and managing the environmental, health, safety, security, and emergency response programs for the local production and distribution facility. We are looking for a dynamic trainer and behavior-based safety implementer for this facility. This position will spend a lot of time on the production floor interacting with employees and supervisors identifying improvements in best practices and improving safety within processes. PSM experience, hazardous waste management and someone that has worked within a Chemical processing facility is preferred!
Requirements:
• Minimum of a BS degree in a safety, regulatory, or chemical related discipline or equivalent experience. (Industrial Safety preferred.) • Minimum of 3 years of practical experience in safety, regulatory, and/or chemical fields. • Strong working knowledge of the OSHA process safety management regulations (PSM). • Proven experience as safety manager. • Ability to produce reports and develop relevant policies. • Experience in data analysis and risk assessment. • Excellent organizational and motivational skills. • Outstanding attention to detail and observation ability. • Exceptional communication and interpersonal abilities.
Physical Requirements:
This position requires some physical activity including but not limited to standing/kneeling/walking/sitting on concrete for approximately 50% of work day. This position could also require computer usage for an extended period of time - up to 8 hours in a day. Lifting up to 50 pounds; exposure to dust and chemicals including but not limited to: Amines, Polyamides, Isocyanates, Epoxies, Alkyds, Acrylics, and certain inorganic compounds. Personal protective equipment would be utilized. This position will require travel by air and/or car including nighttime and overnight up to 25% of the time.
Essential Functions:
• Ensure compliance with all local, state, and federal EH&S regulations including written programs, record keeping, reports, inspections, monitoring, testing, and training. • Establish local EH&S goals and objectives along with the timely and accurate reporting mechanisms. • Coordinate the investigation of incidents (including near misses and losses) and accidents to determine root causes and assists in the development of corrective and preventive action plans. • Serve as the site liaison to local emergency response providers. • Develop and conduct environmental, safety and health training programs to ensure employee's knowledge, understanding and adherence to safety and environmental regulations. • Serve as Facility Security Officer to implement and maintain facility security requirements as required by the Department of Homeland Security. • Conduct EH&S reviews for new product development, facility modification, product manufacturing modifications and new equipment/machinery installations per the OSHA PSM standard. • Create and update compliance-related standard operating procedures (SOPs) and job hazard analysis (JHAs). • Administer and monitor industrial hygiene sampling and communicate exposure information and/or personal protective equipment requirements to employees. • Report on health and safety awareness, issues, and statistics. • Maintain the health & safety statistics database • Provide coaching and support to employees, supervision, and management to proactively address safety, health, and environmental risks and concerns, • Initiate or assist in efforts to continuously improve the overall working environment in the facility. • Provide technical assistance, training and work direction to colleagues in other departments. • Analyze problems, identifying alternative solutions, and implementing recommendations in support of the Company safety goals and objectives. • Identify potential or actual areas of non-compliance through regular auditing and inspections and ensure appropriate corrective actions are taken. • Review and develop profiles for classification of hazardous waste. • Responsible for timely disposal of process waste and waste finished goods. • Provide support to the Corporate Director of EH&S. • Perform other duties as needed to support the overall mission of the facility and the company.

Monitor and oversee the delivery of estate and block based services to ensure they are delivered to a high standard and contribute towards the overall general maintenance of the development.
Have a good working knowledge of key estate and block management systems including fire safety, AOV, security and access, and manage and maintain an agreed cycle of inspection and testing to ensure that they are operating to the required standard.
Maintain regular inspections and checks on the communal heat systems and report faults through agreed channels in a timely manner.
Contribute to any subsequent fault investigations.
Undertake testing regimes for legionella on water outlets where required.
Carry out regular inspections, including play areas, bulk and bike storage rooms and identify any health and safety requirements and assist with low level repair issues.
Help facilitate Fire Risk Assessment inspections and contribute towards delivery of actions as appropriate.
Monitor and facilitate the delivery of services delivered by contracted suppliers including Cleaning, Gardening, Lifts, Fire Safety, Communal Heat Systems and day to day maintenance and proactively assist with service delivery where necessary.
This role will form part of a customer facing multi-skilled team and your duties will be carried out alongside other service contractors and suppliers. You will be the main point of contact on site for service providers and customers to help support and coordinate estate and block activities. The core job responsibilities will include:
Supporting the management team in ensuring a high standard of cleanliness across the estate.
Take ownership and quickly resolve customers concerns in line with role managing expectations.
Identify any potential hazards throughout the site through inspections and regular checks.
Inspect and test estate and block management systems including Fire Safety, AOV, Door Entry, CCTV and Plant Rooms.
Check and ensure all areas are fire safe and compliant.
Check site security including access points, bike stores, and monitor CCTV systems.
Proactively identify concerns, preventing complaints, assessing risk and problem-solving.
Carry out legionella testing
Clear public areas of litter and remove any bulk refuse from communal passageways, corridors, courtyards and communal spaces
Respond to spillages, waste dispersal or other light cleaning tasks ad hoc to ensure the site is of a high standard at all times
Ensure all surfaces are clear, clean and tidy including internal corridors, external green spaces and play areas
Health and safety checks on play equipment and make safe and help facilitate the annual safety audit
General health and safety checks
Wash down any communal walls or apply light paintwork to any scuffed or damaged areas
Ensure main waste refuse areas are clear, presentable and free from blockages
Provide light maintenance response which may include changing light bulbs, lock changes, signage and other handy person duties across the site
Assist the Out of Hours service with advice or provide on site help on escalated issues.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
Actively administers and enforces Company safety policy and program to minimize accidents affecting employees, the public, and property. This includes responsibility for conducting safety meetings, complying with governmental regulations, reporting and investigating accidents, and planning site-specific job safety procedures, including: Conduct the daily onsite safety brief prior to the start of the WTI project with all onsite project personnel (Sales Rep, Customer, WTI Supt & Crew, etc.). Inspect and ensure the safety of surroundings, equipment, and tools and identify and discuss any safety concerns. Complete the Daily Hazard Analysis form and submit it to the Supervisors as applicable. Ensure all project communication is completed prior to the start of any WTI project. This includes but is not limited to communication with: Sales Rep on weekly/daily schedule WTI crew members to discuss the scope of work and daily tasks The customer prior to arrival, upon arrival, and upon completion of daily work WTI Supervisor on safety, schedule changes, project and crew updates, etc. Efficient project management includes managing crew start and end times and production rates and ensuring tools and materials are available to safely and efficiently complete the assigned project. Complete the project per the scope of work, design, and specification of contract & engineering documents. Complete an end-of-day and/or end-of-project walk-through to ensure quality repairs and address any items prior to leaving the job site. Before and after pictures will be sent to the Sales Rep, and information will be included in daily project status reports. These items will include detailed work performed updates, materials consumed, and supplies purchases, which are all recorded daily. Supervises, directs, and coordinates the scheduling and execution of projects in assigned areas. This responsibility includes job start-up, job execution in accordance with contract specifications, job shut-down, and manpower scheduling, all consistent with the planned costs of the job. Manages field personnel, including, but not limited to, recruiting, hiring, training, motivating, and retaining the quality and number of production personnel needed to meet operating demands. This responsibility also includes laying off personnel, disciplinary action, employee assistance, and handling union matters relative to employees. Ensure that all WTI Field Labor will have a professional appearance and customer interaction while completing services for a customer. Responsible for tracking and monitoring project inventory. Maintains the highest quality on-site customer relations in projecting a positive image. Has knowledge/understanding and assures assigned projects comply with all governmental rules and regulations affecting work sites and employees, i.e. OSHA, DOT, EEO/Affirmative Action, EPA, Wage and Hour, etc. Manage, monitor, and document the performance of WTI Commercial Field Labor and take appropriate steps or corrective measures to resolve employee and work-related issues. Consult with the WTI Commercial Supervisor and Human Resources as needed. Contributes to operations by supplying accurate and timely job information, including daily job logs, job file documentation, and compiling information for billing the customer. Provides management with the earliest possible notification of real and potential job problems. Accepts responsibility for the care, custody, and purchasing of company equipment, materials, tools, and other assets as assigned by the WTI Commercial Supervisor. Trains employees in proper material and equipment usage, maintenance, and storage. Coordinates and monitors the performance of on-site subcontractors, where appropriate. Perform any other duty and/or project as required or assigned by the WTI Supervisor and/or Commercial Business Manager. Maintains ethical business conduct
EXPERIENCE:
5+ years of progressive experience in a similar role, including leading teams and technical solutions, training, troubleshooting, etc. Must be thoroughly familiar with standard façade construction, including masonry, EIFS, Stucco, Curtainwall, metal panels, concrete, plaster, and other forms of facade systems and how to properly repair them using Tremco CPG Materials.
